| Creativity and entrepreneurship become essential in global competition. The new elements of the economic challenges are well known: labour from low-wage countries, a strong drive for technology with new powers as China and India combined with a population that is well-trained and has greater financial power. In reaction to these developments, emphasis is laid increasingly on the importance of concepts as creativity and entrepreneurship. Technological innovation remains a necessary but not a sufficient condition for success. In addition, the competition in quality is becoming more important as a critical success factor in worldwide competition (cf. Sleuwaegen/De Backer Report 2003) . All these concepts point towards a new movement in which technological innovation in itself is necessary but no longer sufficient for economic success. Creativity = economic growth Creativity is increasingly considered to be a valuable means for creating economic value. In 1939, Schumpeter came up with the proposition that creativity and innovation result from "neue Combinationen" which create economic growth. Furthermore, creative sectors show a higher growth performance in terms of employment ratio per invested Euro than the production industry. This is an important fact considering the 70% employment rate in Europe assumed by the Lisbon agenda. Other research also has shown that companies investing in design generate higher added value. Therefore, also for the so-called "traditional" sectors, a greater focus on creativity is a guarantee for economic success. New project In order to equip Flanders for these new challenges, Flanders DC wants to produce a social project that mobilises, inspires and enthuses, with the objective of valorising the creative potential of our economy to the maximum. Two basic principles form the thread running through the suggested plan of action: the need for increased creativity and increased entrepreneurship, and all this within an international context. |
